Overview
The human trafficking network investigated by Interpol Taskforce 12 during the 2010s is believed to be one of the most structured and insulated exploitation systems uncovered in modern European law enforcement history. Built on layered secrecy, systemic manipulation, and protection from within police and judicial institutions, the network was responsible for the recruitment, coercion, and psychological control of numerous underage girls, primarily across Paris and its outskirts, but with confirmed links to operations in Geneva, London, and Tel Aviv.
Initially operating through discreet prostitution cells, the network rapidly expanded into an industrial-scale trafficking structure, deploying blackmail, identity erasure, and financial coercion to maintain dominance over victims. The main method of recruitment of this network is via blackmail, targeting mainly student girls, aged between fifteen and eighteen. Unlike loosely organised rings, this system was organised into clusters, each overseen by trusted enforcers, insulated from one another to prevent leaks. These included police-backed brothels, suburban safehouses, and medical testing facilities fronted as correctional institutions.
It is still unclear when this network was founded or when it started operating. Its leadership and structure are currently unknown.
Key Incidents
The Duval Scandal (2013): The exposure of Jean-Marie Duval, a high-ranking French prosecutor, marked the public unravelling of the network. Duval was found to have operated a secret compound under the guise of a psychiatric facility, where trafficked girls were subjected to psychological abuse, restraint-based punishment, and experimental treatments. The site was shut down following leaked documents and whistleblower testimonies, but Duval died under mysterious circumstances before trial.
Murder of Clarisse Kominsky (2013): Clarisse Kominsky, daughter of famous fashion designer Amelia Whiteridge, has been poisoned on a train between Paris and Montpellier. Although the murderer has been identified, the reasons behind her death remain obscure, and it is likely that the human-trafficking network would be related to it.
The Abduction and Rescue of Charlotte Kominsky and Vasara Romeka: In a retaliatory act, Charlotte Kominsky and undercover officer Vasara Romeka were abducted in Montpellier and held in an underground site identified to the former White Arrow operatives. Their rescue, carried out by Taskforce 12 in coordination with DGSE assets, revealed the existence of separate satellite clusters tied to the French Judicial body and private security companies.
Arrest of Joris Laurent (2013): Joris, a police officer in the French police, was arrested during a secret raid in Montreuil. Identified as a network enforcer and “handler” of victims in the Stalingrad cluster, he operated safehouses, organised client meetings, and was directly involved in intimidation and retention tactics. His apartment was sealed, and evidence recovered included burner phones, medical files, and contact logs for dozens of minors. Charlotte Kominsky was confirmed to have been a victim of this cluster, having been part of it with her girlfriend.
Structure and Tactics
The trafficking organisation functioned with cellular precision, allowing it to absorb arrests and public attention without systemic collapse. Each cluster operated semi-independently, often controlled by a local authority figure, and relied on the following mechanisms:
Induction through emotional crisis (breakups, birthdays, school dropouts)
“Groomers” and recruiters, sometimes former victims turned accomplices
Use of prepaid phones, fake IDs, prepaid cards
Blackmail material, often filmed without consent
Imitation therapeutic centres are used for detention and experimentation
Survivors described a system of psychological torment: alternating between moments of faux kindness and degrading punishments. Many were told no one would believe them, that “they had already been chosen,” and that escape was not possible.
Current Status
Although major figures such as Duval and Joris have been arrested or eliminated, the network is widely believed to have gone underground following the Duval scandal and is still operating today. The exposure of internal leaks within law enforcement led to the temporary disbanding of Taskforce 12, with ongoing operations now rerouted through more discreet intelligence branches.
Kelly Royer, a former victim turned handler, refuses to speak and still awaits her trial. Surveillance suggests she may be operating in Belgium or northern France, possibly managing a small cluster of clients. Joris Laurent died in custody, days before his trial, suggesting that the network was behind his death.
Several trials were suspended due to missing evidence, “administrative delays,” or classified documentation. Victims and whistleblowers continue to advocate for transparency and justice.
