Dear all, bonjour de Paris,

This is to formally report the identification of a new trafficking cluster operating under the name “ROYER/KR-04”, with Kelly Royer confirmed as the central operational node.

Royer appears to function as a recruiter and handler operating in the western Parisian inner ring, with direct ties to blackmail-for-manipulation strategies targeting vulnerable adolescent girls aged 16–19. Her methods are brutal, coercive, and masked under the guise of friendship. She has been recorded initiating forced behavioural transitions by applying direct pressure following manufactured scandal events, leveraging photos, doctored emails, and fabricated criminal association.

Last night, I was able to confirm this cluster’s activity through a direct one-on-one operation. I paid Claire Cobert (student, 17) for an overnight engagement and disclosed this to her openly. We spent six hours in secure conversation, during which Cobert admitted to having been blackmailed and instructed to sever all ties with Charlotte Kominsky, who is currently unaware of the broader context.

Photo attached (ROVER_KR04_PHOTO.jpeg) shows Kelly Royer entering the flat known as 17 Rue de Jouvenet at 22:31 CET yesterday. The address has been under surveillance for three days. Please treat the individual in the image as highly hostile and embedded.

Current Risk:

I believe Joris Laurent is orchestrating this cluster’s tactical use of Kominsky as an emotional target. Laurent is a police officer working at the Stalingrad Precinct, north Paris. Cobert confirmed that Charlotte is scheduled to be “set up” as Joris seeks to have her down.

While this is deeply concerning, we may use this angle to our strategic advantage.

Charlotte Kominsky is not emotionally ordinary. Her profile and history show that she is highly reactive under trauma but not self-destructive — she responds with counterforce. She is Amelia Whiteridge’s daughter, which introduces two useful parameters:

1. Any incident involving her will draw media attention to an otherwise discreet operation.

2. The family’s influence and financial exposure could accelerate the breach of higher structures within the trafficking network.

This must, of course, be handled delicately. I am not advocating her sacrifice but noting that a controlled exposure of her in the network’s machinery may be the leverage we’ve needed. Should this be validated tactically, we will require further support from London.

Action Requested:

• Marc: Kindly approve the attached expense report urgently. My operation card is nearing rejection status. The itemised list includes hotel surveillance bookings, secure transport between Bastille and Neuilly, and funds transferred to Claire Cobert (€300).

• Mike/Vasara: Please verify any Royer-linked subjects across shared Intel between Camden and the CAGE database. Look for prior London contacts under the Royer alias series (KR-01 to KR-03).

I will maintain shadow coverage of Cobert and monitor any shift in Kominsky’s behaviour. If this escalates, I may require an early extraction or asset repositioning on your signal.
